A No-Utility Inspection is a specialised inspection designed for newly completed or vacant properties where electricity, water, gas, or other utility services are not yet available for full operational testing. The inspection focuses on construction quality, workmanship, visible defects, installation quality, safety observations, and occupancy readiness based on observable conditions at the time of inspection.

Many newly completed properties in Nigeria are presented for handover before utility services become fully operational.

Electricity may not yet be connected. Water systems may not be commissioned. Gas installations may not be active. In some cases, occupancy has not yet begun.

These conditions make traditional operational testing difficult or impossible.

Scope & Limitations

The No-Utility Inspection is a non-invasive visual inspection of readily accessible systems and components at the time of inspection. The following cannot be performed where utilities are unavailable:

  • Operational electrical testing (where power is unavailable)
  • Water flow and drainage testing (where water supply is unavailable)
  • Gas system testing
  • HVAC operational testing
  • Full plumbing system assessment

A follow-up Standard Home Inspection is recommended once utilities are connected and fully operational.
